Transform Windows 7 and XP to Windows 8.1

where is windows8 aero theme? i using win7
you can choice it from Personalization
there is an error when I try to open the exe
“Error opening file for writing:
0\RP.exe
Click Abort to stop the installation, Retry to try again, or Ignore to skip this file”
just ignor it
there is no other color for the Windows only Yellow ?
